Inter-ministerial Project Steering Committee (IPSC)

Apart from above, for providing policy guidance and overall coordination in the project implementation, an Inter-ministerial Project Steering Committee (IPSC) shall be created, with the Secretary LGD chairing it. IPSC meeting shall be organized and convened by LGD. The remaining members shall comprise (not in in hierarchical sequence):

1. MD, DWASA
2. Project Director, PMU
3. CEO, DCC
4. DG, LGD
5. representative of ERD
6. representative of Finance Division
7. representative of the Planning Commission
8. representative of IMED
9. representative of the Ministry of Works
10. representative of MoE&F
11. representative of MoHome
12. ADB representative as an observer

The IPSC shall convene its first meeting within three months of Loan Effectiveness date and meet at least quarterly thereafter. IPSC shall coordinate and resolve any issues in project implementation. Minutes of the meeting will need to be transmitted to ADB for information.
